The proposed goals for the Comprehensive Plan are a key element, helping organize and guide specific recommendations for actions the Town can take in the coming years. The goals are organized around 10 big picture “vision principles.” Follow the link below to access the draft goals.

Draft Land Use Plan
The purpose of the draft Land Use Plan is to set a vision how land could develop over time to support Vinton’s goals for housing, economic development, environmental stewardship, downtown revitalization, and many other important goals. The draft Plan also includes policies that will help the Town achieve that vision.
The links below will take you to the draft policies for land use, scale and density, and community design principles; and a draft Future Land Use Map that applies these draft policies to specific parcels.
Draft Future Transportation Network Plan
The draft Future Transportation Network Plan indicates how the Town intends to improve the transportation system to support growth and development and make travel safer and more comfortable for all users. It includes proposed new street connections that may be built through future development, key bicycle and pedestrian routes that should be prioritized for new sidewalks or bicycle lanes, and new greenway connections.

Community Story – Existing Conditions and Needs Assessment Summary
The first phase of the Comprehensive Plan Update entailed a deep dive into data on existing conditions to identify community needs. The needs are summarized in the following document, which is titled “Our Community Story.”

ABOUT THE PROJECT
What is a Comprehensive Plan?
The Comprehensive Plan (often called the ‘Comp Plan’) is a guiding document for growth, development, preservation, and investment in the Town of Vinton. It sets a vision for the future, looking ahead 25 years, in the year 2050.
What is Included in a Comprehensive Plan?
The Comprehensive Plan includes a future land use plan, which is a Town-wide plan to identify appropriate areas for residential, commercial, mixed-use, and industrial development and areas to be preserved for parks and open space. The Plan will also identify future public investments, such as major street improvements, new sidewalks and greenway trails, new parks, and community infrastructure needs such as stormwater facilities.
Why is Vinton Updating the Comprehensive Plan?
The Code of Virginia requires local governments to review the Comprehensive Plan every 5 years to determine if an update is needed, and if so, to complete a Plan update. The current Vinton Comprehensive Plan was adopted in 2004 with a few amendments adopted since then. Updating the Plan will help ensure that it remains relevant and sets a course for addressing the Town’s current needs and future aspirations.
What is the Process for Updating the Comprehensive Plan?
The Vinton Town Council, Planning Commission, staff, and project consultants are working together to update the Comprehensive Plan with input and participation by the public. Final Plan approval is the responsibility of Town Council, with a recommendation from the Town Planning Commission. The update process is anticipated to take about 14 months and be completed in May 2025.

Upcoming Outreach Opportunities
- A Joint Work Session with the Vinton Town Council and Vinton Planning Commission will be held on Tuesday, June 3, 2025, from 4:30 p.m. to 5:30 p.m. in the Council Chambers at the Vinton Municipal Building, 311 S. Pollard Street, Vinton.

PAST OUTREACH OPPORTUNITIES
- Dogwood Festival on Saturday, April 27, 2024: We were set up in front of the Town Municipal Building (311 S. Pollard St.) from 10 am to 2 pm with quick, simple activities relating to the Comprehensive Plan Update for adults and children alike!
- A joint work session was held by the Planning Commission and the Town Council in the Town Council Chambers, 311 S. Pollard Street, Vinton, on Tuesday, October 1, 2024, at 5:15 p.m., to receive an update on the Vinton 2050 Comprehensive Plan Update presented by Mike Callahan, President, 3TP Ventures. Interested persons were invited to attend the work session to learn more.
- The Vinton Comprehensive Plan Advisory Committee met on the following dates to provide input to the Comprehensive Plan: June 20. 2024, August 13, 2024, and October 10, 2024.
- November 12, 2024, Community Meeting:

- The draft Comprehensive Plan was shared at the Dogwood Festival on Saturday, April 26, 2025, including draft recommendations for land use, transportation, and specific actions the Town may take for achieving the goals of the Comprehensive Plan. There were materials to review in front of Town Municipal Building between 10:00 AM and 1:30 PM.
